[Dev] libretools 20140322 release announcement

I just pushed libretools 20140322 to [libre].  The big change (and the
reason that I'm making this a release) is that it will now work
correctly with the new version of Bash (4.3).

Full changes from v20140306 to v20140322:
 - Clarify licenses and copyright holders as much as possible.
 - libremakepkg: Edit pacman.conf correctly with bash 4.3
 - librefetch: Correctly quote filenames with bash 4.3
 - librechroot: Obey proxy settings when creating a chroot
 - Add usage text to checkpkg, find-lib(deps|provides), finddeps, lddd
 - Fix the usage text in libreaddiff
